Director of Public Works, Mr. Ede stated that the promoter
was prepared to construct the road if the reservation were
granted at a premium of 1 cent per foot. The premium re-
quired by the Government is at the rate of $500 per acre,
which is to all intents and purposes 1 cent a foot.
In reply
dated 9th March, 1912, to a minute by Sir F.Lugard of 8th
March, 1912, Mr.Ede stated that he was informed that the
approximate cost of an unmetalled road would not exceed
$6,000. All that the Goverment now requires therefore is
that the promoters should contribute $6,000 to the cost of
the road. The amendment of this condition therefore camot
be accepted.
(H) The first portion of this condition is intended to
provide for the construction and maintenance by the promoters
of all drains within the boundaries of the lots. This is in
accordance with the practice under which all lessees of
Crown Land have to construot and maintain their own drains.
The Goverment cannot agree therefore to bear four-fifths
of the cost of such drains.
In Mr. Ede's reply of 15th March, 1912, referring to
the main sewer (estimated to cost $8,000) from the reserva-
tion to connect with the city sewerage system he stated
"the promoter has included the opt of the in his estimate,
and this will therefore not fall on the Goverment." It was
assumed therefore that if Mr.Ede had provided for the
construction of the main sewer he had also made provision in
his estimate for the general sewerage work throughout the
reservation. The Government therefore cannot accept the
proposal that four-fifths of the cost of the sewerage
should fall on the Government
together with the whole cost
